Over the past two weeks the Manufacturing Growth Alliance (MGA) has heard from numerous small manufacturers across the state. The challenges and opportunities you are facing are unprecedented. MGA is here to serve you.

 

Many manufacturers are figuring out when and how to bring back workforce to fulfill orders. Other manufacturers are analyzing cash flow to figure out how to get through the next few months. MGA is here to help you navigate resources to stabilize your manufacturing firm and position your business for growth. MGA is a two-way street too. We appreciate hearing about the emerging problems you’re working on so we can help identify solutions.

 

Dealing with Cash Flow Issues

If you are currently dealing with cash flow issues, I recommend you review the Federal Reserve’s newly expanded Main Street Lending Program (MSLP) allowing more small and medium-sized businesses to receive support to help get through the pandemic.

 

The MSLP is designed to help credit flow to small and medium-sized businesses that were in sound financial condition before the onset of the COVID-19 crisis, but now need loans to help maintain their operations until they have recovered from, or adapted to, the impacts of the pandemic.

 

Loans originated under the program have several features that will help businesses facing challenges. The program offers 5-year loans, with floating rates, and principal and interest payments deferred as indicated in the chart on their website to assist businesses facing temporary cash flow interruptions. The loans range in size from $250,000 to $300 million – a wide range that may support a broad set of employers.

MGA thought through key elements of a small manufacturer’s journey to resume full operations. While all manufacturers are unique, there are similarities on what each of you can consider in the upcoming months.

SBA ASKS SMALL BUSINESSES TO BE AWARE OF SCAMS AND FRAUD SCHEMES

The Office of Inspector General recognizes we are facing unprecedented times and is alerting the public about potential fraud schemes related to economic stimulus programs offered by the U.S. Small Business Administration in response to the Novel Coronavirus Pandemic (COVID-19). The Coronavirus Aid, Relief, and Economic Security (CARES) Act, the largest financial assistance bill to date, includes provisions to help small businesses. Fraudsters have already begun targeting small business owners during these economically difficult times.  Be on the lookout for grant fraud, loan fraud, and phishing.

CDC PROVIDES ADDITIONAL INTERIM GUIDANCE ON REOPENING FOR BUSINESSES WITH 'WORKERS AT HIGH RISK'

The CDC issued a 60-page document, “CDC Activities and Initiatives Supporting the COVID-19 Response and the President’s Plan for Opening America Up Again,” briefly summarizing the CDC’s initiatives, activities, and tools in support of the Whole-of-Government response to COVID-19.

PMBC COVID-19 PROCUREMENT PLATFORM

The Pure Michigan Business Connect (PMBC) is offering a free procurement program to assist businesses in accessing non-medical grade Personal Protection Equipment (PPE) to keep their employees and customers safe as they begin resuming in-person operations, as is required by Executive Order 2020-59.

MICHIGAN STRATEGIC FUND APPROVES NEW FUNDING FOR SMALL BUSINESSES

The Michigan Strategic Fund (MSF) approved $2 million for Metro Community Development to provide micro- and small business loans to Michigan businesses that have been most impacted by the COVID-19 outbreak, including restaurants, coffee houses, retail stores and service providers. These funds can be used to provide loans ranging from $5,000 to $250,000 for working capital, acquiring machinery and equipment and to support inventory needs during this public health crisis. Businesses can apply through the BizTHRIVE program link on Metro Community Development’s website.​

STATE SUPPORTS $1.5 MILLION FUND TO HELP SMALL BUSINESSES

The MEDC partnered with Michigan Women Forward today in announcing the creation of the $1.5 million Michigan Entrepreneur Resilience Fund to help small businesses from geographically disadvantaged areas both survive the COVID-19 outbreak and assist them in retooling and other efforts to meet increased demands in support of COVID-19 response efforts. The fund is administered by Michigan Women Forward with support from other organizations throughout the state. Recovery grants will range from $1,000-$5,000 and microloans from $5,000-$10,000. 

SBA AND TREASURY RELEASE PAYCHECK PROTECTION PROGRAM LOAN FORGIVENESS APPLICATION

The Small Business Administration, in consultation with the Department of the Treasury, released the Paycheck Protection Program (PPP) Loan Forgiveness Application and detailed instructions for the application. The form and instructions inform borrowers how to apply for forgiveness of their PPP loans, consistent with the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). SBA will also soon issue regulations and guidance to further assist borrowers as they complete their applications, and to provide lenders with guidance on their responsibilities.

FEDERAL PAYCHECK PROTECTION PROGRAM RECEIVES ADDITIONAL FUNDING

An additional $310 billion was approved today to extend the federal Paycheck Protection Program to provide forgivable loans through the U.S. Small Business Administration.

RESTARTING MICHIGAN! A CONVERSATION FOR SMALL MANUFACTURERS

On April 23, MGA (formerly MMTA) and SBAM hosted a Conversation for Small Manufacturers related to “Restarting Michigan.”

 

During the conversation, we discussed relevant information related to Michigan manufacturers preparing to “Restart,” which could come as early as the first week in May. Highlights of the conversation are as follows:

 

  • Establish a return to work plan;

  • Develop a communication strategy for the workforce and customers;

  • Take steps now to assure the workforce that it will be a safe environment when they return to work; and

  • Procure the supplies now that you will need to ensure a safe workplace (cleaning supplies, face coverings (shields/masks/other), gloves, etc.)

GOVERNOR WHITMER'S EXECUTIVE ORDERS

Governor Whitmer has been actively issuing executive orders to keep Michiganders safe and help small businesses survive.

 

TAX INFORMATION RESOURCES

The Treasury Department and the Internal Revenue Service launched the Employee Retention Credit, designed to encourage businesses to keep employees on their payroll. The refundable tax credit is 50% of up to $10,000 in wages paid by an eligible employer whose business has been financially impacted by COVID-19.

 


The agency also issued a notice to shield employers from penalties they may have incurred for failing to deposit employment taxes when tapping a tax credit Congress created to help them cover wages for sick leave and family leave.

Michigan extends tax deadlines

Governor Gretchen Whitmer signed Executive Order 2020-26, which pushes all April 2020 state and city income tax filing deadlines in Michigan to July 2020.

Extension of filing and payment deadlines

In  Notice 2020-18 (PDF), the Treasury and IRS extended the time from April 15th to July 15th for filing Federal income tax returns and paying the income tax due in order to provide relief for companies and individuals from economic loss caused by the COVID-19 crisis. On March 24, the IRS issued answers to frequently asked questions related to this Notice.

IRS plans on updating these FAQs periodically. This was done to quickly answer all the questions being asked from the change in income tax filing deadlines.  It is anticipated that more formal guidance will be issued on this Notice. Note that the deadline for making contributions to IRAs for 2019 is extended to July 15, 2020 (Q & A 17).

PROTECTING the WORKFORCE

As concerns about Covid-19 continue to rise, many employers are in new territory looking for ways to support and protect their workforce.  In order to help employers plan and respond to Covid-19, the CDC has issued guidance.

 

 

 

OSHA Planning Guide 

The Occupational Safety and Health Administration (OSHA) developed this COVID-19 planning guidance based on traditional infection prevention and industrial hygiene practices. It focuses on the need for employers to implement engineering, administrative, and work practice controls and personal protective equipment (PPE), as well as considerations for doing so. 

 

 

 

Health and Human Services 

Michigan Department of Health and Human Resources continues to update information related to COVID-19. The below links to a Coronavirus disease 2019 (COVID-19) Q&A distributed by MDHHS.

 

EMPLOYMENT CHALLENGES

CISA developed an initial list of “Essential Critical Infrastructure Workers” to help State and local officials as they work to protect their communities, while ensuring continuity of functions critical to public health and safety, as well as economic and national security. The list can also inform critical infrastructure community decision-making to determine the sectors, sub-sectors, segments, or critical functions that should continue normal operations, appropriately modified to account for Centers for Disease Control (CDC) workforce and customer protection guidance. 

Michigan is currently using the March 19th CISA guidelines along with the FAQs released by the executive office and available online. 

 

The department of Labor and Economic Employment has a “COVID-19 & Unemployment” web page that provides insight to employers on unemployment options.

 

Work Share Program

Work Share is a program that permits employers to maintain operational productivity during declines in regular business activity instead of laying off workers. With the plan, rather than being laid off, eligible employees work a reduced number of hours in the workweek and receive a portion of weekly unemployment benefits. By participating in Work Share, employers are able to retain trained employees and avoid the expense of recruiting, hiring and training new employees.

Temporarily Expand Eligibility for Unemployment Benefits

On March 16, Governor Gretchen Whitmer signed Executive Order 2020-10 to temporarily expand eligibility for unemployment benefits. This executive order is effective immediately and until Tuesday, April 14 at 11:59pm.

Under the governor’s order, unemployment benefits would be extended to: 

  • Workers who have an unanticipated family care responsibility, including those who have childcare responsibilities due to school closures, or those who are forced to care for loved ones who become ill. 

  • Workers who are sick, quarantined, or immunocompromised and who do not have access to paid family and medical leave or are laid off. 

  • First responders in the public health community who become ill or are quarantined due to exposure to COVID-19.

Note: Unemployment claimants are temporarily, no longer required to report to Michigan Works! for work search. 

 

Note: Michigan Works! will be prepared to serve the unemployed and employers as the health care emergency passes. 

Families First Coronavirus Act (FFCRA)

The Department of Labor and Economic Opportunity is providing guidance to Michigan employers on how to avoid potential layoffs related to COVID-19. The guidance provides insight on the Work Share program, the difference between temporary leave and termination, FMLA and other resources to help navigate employee challenges during this time.

USDA Rural Development has taken a number of immediate actions to help rural residents, businesses and communities affected by the COVID-19 outbreak. Rural Development will keep our customers, partners, and stakeholders continuously updated as more actions are taken to better serve rural America.  
 

ACCESS TO CAPITAL

Access to Capital and Cash Flow

COVID-19 has abruptly and drastically changed the landscape of our economy and disrupting local ecosystems, small businesses are looking for resources and advice to help them navigate these uncertain times and persevere.

 

Michigan Paycheck Protection Program 

Lt. Governor Garlin Gilchrist II was joined by former Lt. Governor, and current president of the Small Business Association of Michigan (SBAM) Brian Calley and Bob Doyle, president and CEO of the Michigan Association of CPAs, in launching a new statewide website to provide businesses with key resources to assist with the PPP application and loan process and ensure the greatest amount of federal funding is able to be used by small businesses for economic relief efforts throughout the state.

 

 

 

Economic Injury Disaster Loans (EIDL)

Michigan small businesses are now eligible for the U.S. Small Business Administration’s Economic Injury Disaster Loans (EIDL). 

 

 

Here are the details:

  • Low-interest loans of up to $2 million are available for small businesses and private non-profits.

  • Loans may be used to pay fixed debts, payroll, accounts payable and other bills and have repayment options of up to 30 years. 

  • Interest rates are 3.75% for small businesses and 2.75% for private non-profits.

Paycheck Protection Program and Loan Forgiveness Paycheck Protection Loans

The bill creates a new loan product within the Small Business Administration's 7(a) Loan Program. Both existing SBA lenders and new lenders brought into the program with the assistance of the Department of the Treasury will be able to offer these loans to eligible small businesses. 

 

The new loan will be 100 percent guaranteed by the SBA and have an interest rate of 4 percent. The new loan will be able to cover payroll costs including costs related to the continuation of group health care benefits during periods of paid sick, medical, or family leave, and insurance premiums; employee salaries, commissions, or similar compensations; payments of interest on any mortgage obligation (which shall not include any prepayment of or payment of principal on a mortgage obligation); rent (including rent under a lease agreement); utilities; and, interest on any other debt obligations that were incurred before Feb. 15, 2020. 

 

Businesses and 501 (c)(3)s with less than 500 employees will be eligible for this new loan. Additionally, sole proprietors, independent contractors, and self-employed individuals will also be eligible. Moreover, small businesses in the hospitality and food industry with more than one location could also be eligible at the store and location level if the store employs less than 500 workers. This means that each store location could be eligible. Lastly, if your franchisor appears in the SBA's National Franchise Directory, assistance will extend down to the franchisee at the store or location level. 

 

The bill also establishes a loan forgiveness tool that allows businesses that maintain payroll continuity from February 15, 2020 through June 30, 2020 as defined by headcount, to request forgiveness on a Paycheck Protection loan used on payroll costs; mortgage interest; rent; and utility pay over an 8 week period. 

 

Michigan Small Business Relief Program

The Michigan Small Business Relief Program authorizes the MEDC to provide up to $20 million in support for small businesses. The funding is divided between $10 million in small business grants and $10 million in small business loans to support businesses facing drastic reductions in cash flow and the continued support of their workforce. Applications were made available by March 27, 2020.
